Note:  It’s not just any seventh year; it’s the year of release.  It’s not “following” the seventh year; it’s during the seventh year.  Moreover, the observance of this commandment also depends on when the year begins.  If it begins with “Rosh Hashana,” the holiday would occur in the eighth year.  The year should begin in the month of Aviv (now Nisan); then Sukkoth, on which the Torah is read, would properly occur in the seventh year.
